M.L. Kumawat is the Founder of Sardar Patel University of Police, Security and Criminal Justice, Jodhpur. He has served the police for over thirty seven years as Chief of Greyhounds, Andhra Pradesh; Joint Director, CBI, Mumbai, Addl Director General (Law and Order), Andhra Pradesh; Chief of CID, Andhra Pradesh, Special Secretary, Internal Security,  Ministry of Home Affairs, Govt. of India; Director General of Border Security Force (BSF). 

He has been awarded "Merit Certificate" by the Govt. of Rajasthan (1985), Gold medal at National Defence College of India (1992), Police Medal for Meritorious Service (1989) and President's Police Medal for Distinguished Service (1997).
