Prof. Arvind Tiwari Dean, School of Law, Rights and Constitutional Governance ,TISS, Mumbai

Prof. Arvind Tiwari is well known Criminologist and a scholar in Criminal Justice & Forensic Science , Human Rights, Police Studies & Public Security ,Criminal law & Access to Justice; Victimology, Youth Justice and Crime & Development.

He completed his Bachelor of Arts , M.A. (Gold Medalist) and Ph.D. in Criminology & Forensic Science at Dr. H.S. Gaur Central University, Sagar, Madhya Pradesh. He has published several articles in peer reviewed journals and chapters in edited books. He has been engaged in many public policy research projects in the area of Access to Justice Fellowship Project (Tata Trust & TISS), Non-Registration of Crimes: Problems and Solutions (Bureau of Police Research and Development, Ministry of Home Affairs, Government of India), Bail and Its Extent of Abuse Including Recidivism (SVP National Police Academy, Ministry of Home Affairs, Government of India), Community policing and its Impact on Public Order (TISS), Role of Fast Rack Courts in Dispensation of Speedy Justice (TISS), Open Prisons in India (TISS), Status Report on Human Rights in India (TISS), Medical Facilities in Indian Prisons: Role of Doctors and Para-Medical Staff to uphold Right to Health of Prisoners (TISS). He has given over 100 conference presentations such as Presidential address, Keynote address, Special address and Chaired sessions. He has also supervised several successful Ph.D., M.Phil. and Master’s students and published several research papers in peer reviewed journals in a span of more than 25 years of career.

Presently, he is the Dean, School of Law, Rights and Constitutional Governance since 2015 and Chairperson, Centre for Police Studies and Public Security at TISS.  Previously, he also served as Dean, Office of Student Affairs  ,Chairperson,  Nodal Centre of Excellence for Human Rights Education (NCHERE) and Coordinator , Centre for Socio-Legal Studies and Human Rights, School of Social Sciences at TISS, Mumbai.

Before joining TISS in 1999, he also worked at LNJN National  Institute  of Criminology & Forensic Science, Ministry of Home Affairs, Government of India, New Delhi & National Human Rights Commission, New Delhi .

He is recipient of Kumarappa-Reckless award (the highest award in field of Criminology in India ) for his significant contribution in the growth of Criminology in India by the Indian Society of Criminology. He was also conferred Fellow (FISC) and Dr. B. S. Haikerwal and Prof. Sushil Chandra Award for the Senior Social Scientist to a senior social scientist for his / her contribution to criminology in the broad field of social sciences.. He has been conferred Human Rights Millennium and Human Right Promotion Award by the Indian Institute of Human Rights, New Delhi for outstanding contribution in the field of Human Rights and Prof. L. P. Vidyarthi award for Best Social Scientist by Indian Social Science Association (ISSA).

He has visited Institute of Ethnology, WestfalischeWithelms University Munster, Germany, Faculty of Law, Lund University, Sweden and Monash University, Melbourne, Australia under faculty exchange programme for exploring academic and research collaborations.

Since 25 years he is actively engage in continuing education and capacity building of various stakeholders including criminal justice functionaries such as police, prosecutors, judiciary and prison officers and had organised several National and International conferences/workshops, training and capacity building programmes -  Vertical  Interaction Course for CRPF officers, and IPS and Senior CAPF officers, Workshop on Personality Development for Prison Officials, Refresher course for Teachers on Human Right Education and 5th Annual Conference of the Asian Criminological Society on Access to Justice for the Marginalised in Asia: A Human Rights Perspective etc. More recently, he has also organised several training programmes for senior police officers of M.P. Police and Indi-Tibetan Boarder Police(ITBP) on Rule of Law, leadership and managerial skills.

He had extended professional services to several Universities such as a Member, of Academic Council, NIPEA, MHR&D New Delhi as HRD Minister’s nominee. Presently, he is a member of Academic Council ,Maharashtra National Law University, Mumbai.  He is also serving as a nominated Member, Board of Studies - (BoS )of several universities such as- School of Criminology at Dr. H.S. Gaur Central University, Sagar (MP), M.S. University, Tirunelveli,TamilNadu, Rastriya Raksha University (an  institution of national importance, Ministry of Home Affairs, GoI) and School of Law, Jagaran Lake University, Bhopal (MP).

Currently, he is a Member in Editorial Board & Board of Referees of many peer reviewed journals such as NCRB Journal, NCRB, Ministry of Home affairs GoI, New Delhi, Member, Police Vigyan (Hindi), Bureau of Police Research & Development, New Delhi, Member, Indian Journal of Criminology , Journal of Victimology & Victim Justice , DSNLU Journal of Social Sciences, Visakapattanam , Ambedkar Law University Journal ‘ALUJ’, Chennai and KIIT Journal of Law and Society, Bhubneshwar.

He is the former President of the Indian Society of Criminology and currently holding honorary position of Vice – Chairman of the Indian Society of Victimology. He is also life member of several professional associations such as Asian Society of Criminology, Indian Science Association, Indian Social Science Association, Indian Sociological Society, Indian Institute of Public Administration ,Indian Society of Yoga and Indian Police Foundation.
